Sheila Hollenbaugh and Alan Davis provided the answer: telnetd pays
attention to a line in /etc/gettydefs identified "default". No default
entry in /etc/gettydefs, then telnetd uses its hard-coded string.

The man page for telnetd(8) says, "By default, the telnetd daemon starts
the login dialog using the login string specified in the message field
of the /etc/gettydefs file." This does not seem to be the case.
I'm trying to stop the name of the OS (Digital Unix) from appearing in
the telnet login prompt. I modified any line in /etc/gettydefs which
had a %v (version of the OS). Even after reboot, people coming in
through telnet (which is most people) still get presented with the OS
version as part of the login string.
I did a strings on telnetd. I saw /etc/iptos, /etc/issue.net, and
/etc/issue. No /etc/gettydefs. I did see a hard-coded login string,
including the words "Digital Unix".
So does the man page lie; or have I missed something, please?
