This reasonably definitive answer from Dr. Thomas Blinn:

It's easy -- use the file in /var/spool/cron/atjobs as input to "at"
(you may need to edit it) to schedule the job at the desired time,
then use "at -r" to remove the job that's scheduled at the wrong time.

The database cron uses to process "at" and other jobs is not designed
to allow you to just reschedule an existing task to a different time.

In my case I needed to postpone a job to run at a later time. I can remove
the original and just submit it for the new time.
