ps aux and dxproctuner output differs

I am running Tru64 40.d on Alpha 8400 - I run ps aux and dxproctuner in
different windows on the same system and the output is similar - but never
the same. Even tracing specifc PID's these tools report different %CPU
utilized. Is this the same on every system.
