Problem with ulimit

When I do a ulimit -a the default value of vmemory on my system is 4GB. As root when I do a unlimit -v unlimited the value becomes 4TB but as a normal user, issuing the same command gives me the err:
/bin/ulimit[22]: ulimit: exceeds allowable limit

My question is: is there a way to let normal user increase the limit for vmemory pass 4GB?
