As pointed out by Gavin Kreuiter

nproc is the max TOTAL processes on a system.
max-proc-per-user is the maximum for an INDIVIDUAL user.

Tru64 does not have a nproc equivalent; it is implicit in the
value of maxusers.

| received advice from Oracle to raise this value but they say

| terms and not
