The problem was all of my own making in as much as I had not correctly
understood the original posted solution. Dr Tom replied and clarified the
situation. To quote:

You misunderstood the fix. As root, cd to /usr/sys/conf
There is a file there called "files". There is a directory called "alpha",
in which there are several files whose names begin with "files".
Find ALL the references to "ee.mod" in those files. Get rid of the ones put
there by the defective patch kit (which are in the "/usr/sys/conf/files"
file). Then your kernel will
build."
Essentially I deleted the following lines:

#
MODULE/STATIC/ee optional ee device-driver Binary
io/dec/netif/ee.mod module ee
from the end of the "files" file and all works as promised.
