I'm not familiar with the packaging on tru64.org. My version (*)
doesn't expect to be extract anywhere near /usr or /, but it
does use a relative path. Depending on the version on Monitor
itself, my version of the archive has precomiled versions of
Monitor for V1.3A through V5.1. A few letters might be missing
in the middle, but most of the major versions are there.
My archive ordinarly has its root at ~alan/src/monitor/osf.
The "./monitor" directory from that location has the sources
and Makefiles for different versions. Some version of the
archive may include build directories for each of the different
versions I could build at the time, but I think I excluded those
from most versions. Other directories include documentation (doc),
manual pages (man), tools and filters.
Installing Monitor may require as little as uncompressing the
right binary and copying it to the place where you want it
found. If you want non-root users to be able to use you will
want to chgrp(1) it to "kmem" and set the setgid bit with
chmod. I typically put it in /usr/bin.

which lead me to the answer. I checked the link on tru64.org and it points to
ftp://gatekeeper.dec.com/pub/Digital/monitor.tar.Z
and the monitor I wanted is
ftp://gatekeeper.dec.com/pub/Digital/monitor.alpha.tar.Z
after unfolding that one it made much better since. the other one seems to be
for VMS.
