Device Not Available

I have a system (tru64 v 5.0a) that has many tape drives connected to it.
One one bus, there are 5 4mm TLZ09's, and on another bus, there are 4 9track
drives. One of the 4mm's comes up as "no such device or address" when you
try to access it. When i do a
"hwmgr -show scsi", i see

        SCSI DEVICE DEVICE DRIVER NUM DEVICE FIRST

when i do a "hwmgr -get attr comp -id 83", i get
...
 state = unavailable
  state_previous = available
  state_change_time = Fri Nov 30 16:39:28 2001
...

how, if any, do i make this drive available? I'm sure rebooting the system
could fix it, but thats not a first choice option. Any ideas would be
greatly appreciated.
