kernel settings

Hello -

Upon system boot, for Tru64 4.0F, will /etc/sysconfigtab settings override
what has been built into the kernel via the kernel configuration file?

For example, if maxusers is set to 32 in the kernel configuration file, yet
the /etc/sysconfigtab has 4096, which setting is dominate?
