Can't telnet from remote network

Had to reinstall OS (4.0 G) after having a security breach. We installed
enhanced security in an effort to lock things down. Currently everyone
internally can login, but no one from a trusted external network can. We
have an exception in the firewall to accomodate the logins from their ip
range. As yet I have not reinstalled tcp_wrappers (but will), so it is not
a host deny issue. Any insight appreciated.
