Ok...two responses, but I feel that is plenty based on what they had to say. Being there were only two, here is what they both said:

1 AFAIK PAM is not supported on Tru64! As we use PAM (migrated from Solaris to
Tru64), I ported the PAM library to Tru64. We do not have all the features
   but it works!

2 Solaris and some other UNIXes (in fact, MOST other UNIXes) use the PAM
security method; Tru64 UNIX uses SIA. They are incompatible, although
they accomplish much the same end. Look into the security book in the
doc set -- it should be documented in there

So I am looking through the security book--the section on SIA is a bit vague, but I'm still looking into it. Thanks to Dr. Thomas Blinn and Xavier Mertens
