Async I/O lost after upgrade from 4.0D to 5.1

Since upgrading from 4.0D to 5.1PK4 we have had performance problems.

The latest evidence for a cause are the flags as displayed by the
'ps' command. Our batch monitor collects these for both the cobol
process and related oracle process of each job.

Comparing the flag settings on 4.0D with 5.1 for the same job we
     have...

     4.0D Cobol 88808001 (the second 8 indicates async I/O)
     5.1 Cobol 80808001 (i.e. no async I/O)

4.0D Oracle 8a008001 (The top bit of 'a' indicates the async I/O)
     5.1 Oracle 82008001 (i.e. no async I/O)

Have we done something during the upgrade to switch off async I/O
or is there a kernel parameter we have set incorrectly?

     all help gratefully received
