I received one response, suggesting that I make a mirror copy of the SCCS
repository to the HP's local disk for testing.
It came down to be a corruption in the specific SCCS directory, and it
seemed to affect just this one file.
The problem was resolved by copying the file to a new file, deleting the
original, and renaming the copy to the original name. The SCCS history
(prs) was preserved through these steps.

Our Tru64 system is an NFS host for an HP system.
In an SCCS "library" that hasn't been used for a few years, on the Tru64,
you can create a file in this SCCS directory just fine. But if you try to
create a file in the same SCCS directory on the HP system, this error is
returned:
ERROR [SCCS/s.rdata.f]: more than one link (co3)
I suppose this could be an SCCS version or cross-platform issue, but I'm
trying to rule out NFS issues first.
