Problem SSH'ing from TeraTerm to Compaq SSH v1.0

Hello:

   We have upgraded Tru64 on our Alphas to v5.1A with Patchkit 1
   and then installed Compaq's rendition of ssh software.

   We are having problems connecting to and from v1 clients
   (Teraterm). All these connections are aborted with the message

   protocol version not supported in local: 'Illegal protocol version.'

   The config files say ssh1 compatibility is set in by default.

   ssh2_config: Ssh1Compatibility yes
   sshd2_config:# Ssh1Compatibility <set by configure by default>

   So, what is wrong? Can we or can we not connect from v1 clients?

   Any insight will be appreciated.
