The answer is:

The Latin-9 locales have to be installed from the Worldwide Language
Support Software in the Associated Product CD 1.

Short question: I need to install the ISO-8859-15 locale in order to get
support for the Euro Symbol under Tru64 4.0f. Can anyone tell me where I
can get that?

This is what I currently have under /usr/lib/nls/msg:

En_US POSIX en_US.88591 en_US.ISO8859-1

And I think it needs to be installed there.
