Is netconfig buggy in 5.1A? Does rc.config still control nets?

I'm having an incredibly difficult time getting networks configured
on my (newly re-os'd) 5.1A 4100.

First off, the order of the NICs seems to have changed permanently:
        4100 has always scanned top 4 slots, bottom to top, then
        bottom 4 slots, bottom to top, giving:
                tu1
                ---
                tu0
                ---
                ---
                ---
                tu3
                tu2

        but now they scan:
                tu0
                ---
                tu3
                ---
                ---
                ---
                tu2
                tu1
        and no number of reboots or power cycles will fix it.

Next, I've gone thru netconfig multiple times while figuring out
the NIC scan order, and now I can't seem to get tu3 to come up
at boot. It's defined in /etc/rc.config, seemingly correctly,
but at boot it does not come up configured, though tu1 and tu2
do, and tu3 entry formats are identical to tu1/tu2 entry formats
for NETDEV_* and IFCONFIG_* items.

Questions:
        - anyone else seen weird bus scan ordering on 4100s after 5.1a?
        - is there something past rc.config that defines the interfaces
          at boot?
        - anyone else seen bugginess in 5.1A?
I'm using the December 2001 5.1A kit, with the 6.1 firmware, if that
makes a diff.

TIA for any responses, I'm stymied by this install!
