'execute bit set only by root'

We have recently rebuilt a box and are attempting to install Oracle 8.1.7 on
it - which was installed prior to the rebuild. Typical with any time
sensitive project, we are getting errors when trying to invoke the Oracle
Universal Installer. When presenting the errors to Oracle they responded
with the following bits of information.

Error in create OUIprocess: 13: Permission denied


The error 13 is a file lock error at the OS level.


Solution Description
--------------------

The System Administrator needs to change the system security configuration
on the server so the installer can access the files and directories needed
for
the installation. To do this involves rebooting the server.


Explanation
-----------

As part of the base security mode the 'execute bit set only by root' option
was enabled. This allows only root to grant execute permissions. By
disabling this option, the Oracle Universal Installer will be able to
continue.

You must have set the following parameters in /etc/sysconfigtab

vm: new_wire_method=0

We are unfortunately without the services of our system admin this week and
are unsure how to make these changes. Any guidance on this matter would be
extremely appreciated.
