How to restart telnet daemon ?

While trying to remove "Gate daemon" to only use static route,
I first use the "checklist" graphic utility to define default
route address and to deconfigure "Gate Daemon".

After this, I execute "/usr/sbin/rcinet stop" to stop network.
But the script hangs on NFS because some lock on some file.
So I execute again "/usr/sbin/rcinet start" to retart network.

Most services work but telnet and ftp connection to this node
are not more possible (telnet: Unable to connect to remote host:
Connection refused)

What may I have to do to re-enable input telnet and ftp connection ?

My node is a GS60 running Tru64 Version 4.0F
