SUMMARY: AlphaServer 2100A not seeing both CPUs

Many thanks to those who offered suggestions. These included:
Larry Clegg, Matt Morris, Robert Weirick, Blake Brehl, Oisin McGuinness,
John Becker, 'noghri', alan, Werner Hahling, & Julio Marca.

My original problem was that the 2nd CPU wasn't appearing at either the SRM
console or in the OS. A 'show config' showed:
Component Status Module ID
CPU0 F B2041-AA DECchip (tm) 21164A-2
CPU1 F B2041-AA DECchip (tm) ?????-?
That led me to think that the CPU board in slot 1 was bad, so I moved from
slot 0 to slot 2 and slot 1 to slot 0 and saw this:
Component Status Module ID
CPU0 F B2041-AA DECchip (tm) 21164A-2
CPU2 F B2041-AA DECchip (tm) ?????-?

The general consensus was split as to if I had a bad board or a power supply
problem, but Oisin mentioned that he had had similar problems before. I
combined his suggestion with executing "clear_errors all" at the SRM prompt.
What I did was:
    * (from SRM) >>> clear_errors all
    * powered off the system
    * turned the switches off on the two power supplies
    * unplugged both power supplies
    * wait about 20 minutes
    * plug-in both power supplies
    * turn on both power supplies
    * power on the system
    * (from SRM) >>> show config | more

At that point, the second CPU was appearing properly again. It also showed
up fine in the OS.

So I'm not sure exactly which fixed it (the complete disconnect of power, or
the clear_errors all), but the problem has gone away.
