clu_upgrade clean

has not completed or the specified stage has already been completed.
Check the cluster upgrade log and refer to clu_upgrade(8). Then rerun
the clu_upgrade command with the appropriate arguments and options.
I checked what I assume to be the log (/cluster/admin/clu_upgrade.log) and
didn't see anything that would lead me to where to go next.
