FTP question

Ok...I have a request from a Windoze user. He is a programmer, and oddly enough...HATES command line, Unix stuff. He regularly FTPs programs from his desktop machine to the Unix server (and he even has some GUI ftp program...NO command line stuff!). The problem is, when he FTPs the files over...the executable permission is not set. The files just get whatever any newly created file would get--which appears to be 644. He wants to know if there is any way to change this. Basically he wants to be able to transfer files via FTP and have the permissions set to 755 automatically. Is there any option to set this up? Certainly only user by user...and not a system-wide setting. ? I told him I didn't think so, but I would double check. Thanks in advance...
