Well, the signal handling bit was a red herring; the real problem was
that whenever sendmail tried to close the listening socket, it got stuck
(both the process and the socket).
The fix was a patch from Compaq - there is a problem with closing
sockets (I guess only busy sockets) in 5.1A. It is a post-kit1 patch (I
forgot to say initially that I did have kit1 installed).
