CTRL/P wont work on a DS20E

Have a number of DS20e's running V4.0F+PK7. None of them will halt via
CTRL/P. Have checked the DS20E hardware manual - I was expecting to see
reference to some hidden key/button somewhere which disables halt/ctrl-p
from the console (al la the old VAX-3000 series machines). I cant see
reference to any buttons or switches which perform this function. The only
(obvious) reference is the halt button on the front which halts the machine
(spooky that) and prevents boot-up if you leave it depressed. I cant see
anything which disables/enables ctrl/p from the console though. It seems
unlikely but I'm wondering if there is some jumper setting somewhere - maybe
on the motherboard which controls this?? Also, cant see any console
parameters which would disable this feature.

Does anybody have any ideas here?
