Help using Tru64 tools to determine Oracle Problem

Admins,

        I was tasked into looking into a problem concerning an oracle
listener response time. When the DBA's issue a TNSping they get response
times in the order of seconds on occasions. When we issue a ping we get the
normal 1 to 5 ms response. I examined the system with TOP and noticed that
tnslistener is running around 70-90 percent. This seemed odd and I examined
several outputs of collect over the last few weeks and this has been the
norm. When I issue a netstat -a | grep -i est | grep -i <name of instance>
i get several hundred entries. When I issue an lsof | grep tns | grep -i
tcp I find two listed connections. I assume that only two connections at
a time are being worked on by tnslistner.

1) Is this an OK procedure to perform?
2) If so, isn't that an awfully low number...what if all of the connections
listed in the nestat need work done at once...what would happen....
