Console command >>> crash hangs

Good Morning:

An AlphaServer 4100 was shutdown (by #shutdown -h). While in console mode,
issued >>> crash command. Console responds as:

CPU 0 restarting

I waited for about 10 minutes, nothing happens. O/S is UNIX V4.0E,
Environment Monitoring OSFENVMON435 is installed.

Background:
Platform: AlphaServer 4100.
O/S: V4.0E (1091)
Firmware: 5.5. PALcode: Digital UNIX 1.23
