I think it is a file locking problem.
On my systems sendmail delivered sometimes two times the same message.
Try the definition
	APPENDDEF(`confENVDEF', `-DHASFLOCK=0')
in your sendmailsource/devtools/Site/site.config.m4 file bevor you compile.
It worked for me.
