slow tru64 ftp

Hello,
I have two Alpha DS20 servers, conected over an internal LAN through a switch.
When both are full up, ftp is very fast (aprox. 500 MB/min)
When one of the servers is in single user mode, the transfer rate is extremely slow.
Can anybody help, please,
