Limiting PIDs to 32767 on Ver. 5.1a

I have recently upgraded to 5.1a and realized that the PIDs can grow to a
much larger number than in 4.0e. We purchased an application that can only
monitor PIDs between 1 and 32767. I actually have 2 questions:

1) Can you limit the size of the PID number in 5.1a. (i.e.: 1 - 32767)

2) Is there any way to either start a process with a specific PID or change
an existing PID?
