GroupID already in use

Has anyone see the error:

# /usr/sbin/groupadd -g number group_name
groupadd: Group ID already in use

When neither number or group_name are in use? It doesn't matter
if I change the number of group_name. It does allow the group
to be added if I specify the '-o' option.

Oh yeah, I did run the grpck command and found no inconsistencies. And
we're using basic security.
