raw into filesystem space

My oracle staff are fighting a off-topic( a little) question on how to move
a oracle 8.1.7 system(oracle) data to a filesystem. They have already
conquered data, indexes, redo logs etc, but the system area seems to be
causing issues, and I am waiting for the space in a larger planning project.
Any experiences here with this process?
