Administrivia: no MIME multipart messages

The blocking of MIME multipart/alternative messages was an effective
KLEZ filter until this past weekend. The latest mutation of KLEZ is
now sending multipart/mixed messages. Since I can see little reason
for posting messages to the list with MIME attachments, I've now
started blocking *all* MIME multipart messages.

By the way, all messages to the list go through two independent virus
scanners. The first one merely disables the viruses in infected
messages, rather than blocking the messages entirely.
