Thanks to Colin Bull, Dan Goetzman, Bert Deknuydt and Raul Sossa S.
for the quick responses. The answer was:
I have a similar (but not near identical) configuration. Sometimes
    when I find a port on my HSG80's "hung" I find that a "control-Q"
will free it up. "control-Q" is a "XON" character, and used by
"software" flow control. In my situation, apparently my terminal
server sends a "XOFF" and the port is waiting for a XOFF to resume
    data flow.
