Process on Tru64 4.0F

Dear Managers,

I have an Alpha Server DS20 With 2 CPU 3 Gb of memory and Oracle
Application with 300 users.

I receive this error message:

An attempt to start a new process on host "dados9" failed.
To continue, you may need to stop an onneeded process on this host.

I have configured in my sysconfugtab this parameters:

ipc:
        shm-max = 262144000
        shm-mni = 128
        shm-seg = 32
        ssm-threshold = 8388608

dlm:
        dlm_disable_grptx = 0

proc:
        max-proc-per-user = 512
        max-threads-per-user = 512

How can i solve this problem?
