Graphics console on a DS10

I've taken the graphics card out of an old Alphastation 200 4/166 and put it
into a DS10 and am trying to get the DS10 to use it as the console but not
having any luck.

Both the firmware and Tru64 can see the card:

                                        tga0 at pci0 slot 16
                                        tga0: depth 8, map size 4MB, 0x0
                                        tga0: ZLXp-E

but doing
        set console graphics
has no effect. Is there something obvious that I've missed?
