default per_proc_stack_size ?

Hello ! Just a little question: (5.1A) Is per_proc_stacksize the
stack which all programs get by default, regardless of their
real needs ? I thought the stack grows by its own, and then I
would expect this to be a maximum limit. But for that we have
max_per_proc_stacksize !? So what's the purpose of this parameter ?
