Thanks to Lecia Lynn for coming up with the answer to this almost as
fast as I could post it. ;)
The answer it to change the number of units to 0.

Subject: Problem loading LSM-OA license
OK, I have LSM support, but now I can't mirror the drives because the LSM
license won't load. The only time I've seen this error is with not enough
base licenses for the number of CPUs, and there is only one. Is 1050 not
enough units? This is what happens:
OSF1 newlab_at_stc:/etc # lmf reset
Not enough units to load LSM-OA DEC
Combine OSF-USR ALS-WM-95181-1151 with OSF-USR OSF-BASE-IMPLICIT-USER
OSF1 newlab_at_stc:/etc # sizer -p
1
OSF1 newlab_at_stc:/etc # lmf list

OSF-USR active unlimited
