Making ifconfig changes survive a reboot

I changed the speed of an interface to 100 Mbs/full-duplex
with a:

# ifconfig tu1 speed 200

which worked fine until I rebooted, when the interface
went back to 10 Mbs/half-duplex.

Two questions:

1. How do I make the speed permanent, so that it doesn't
have to be reset after every reboot?

2. How do I display the speed of an interface? Right now
the only way I can tell is by checking the "100 Mbs light"
& the "Full-duplex light" on the card. I can't find an
'ifconfig' flag that shows the speed.

(I need something equivalent to Solaris' "ndd" command.)
