29 second retransmit delay on loss of packet

Platforms tested: Trucluster/Tru64 Unix 5.1 and 5.1A

"inet" subsystem kernel parameter settings: ALL DEFAULT settings.

29 second retransmit from alpha boxen after loss of transmitted packet!

"man sys_attrs_inet" would lead me to think retransmit should occur much
faster than this ~1sec.

Ideas?

Why does Tru64 Unix take so long to retransmit on loss of packet and
what can I do to make this problem go away?

Repeatable with this experiment:

FTP transfer from Win2K workstation to Alpha box running Tru64 Unix
(both 5.1 and 5.1A show this phenom)--yank cable mid-transfer... tcpdump
on Alpha shows 29second wait before retransmit.
