Unrestricted rsh/rlogin ..

Hi,

I have troubles getting unrestricted rsh/rlogin under Tru64 4.0g
going. We want any user to be allowed to rsh/rlogin from any host.
I've put "+" in /etc/hosts.equiv and "+" in /root/.rhosts where
/root/.rhosts is additionally set to chmod 400.

Now only root can rlogin to root or any user can rlogin to the same
user but "rlogin -l root machine" from another user account is not
possible.

Any ideas?
