Oracle install on Tru64

Hello all,
I am having some problems installing Oracle on tru64
V5.1b. I have set up all the files with the right
permissions and all, and i have edited the login file,
but for some reason, whenever I try to install, it
keeps giving me the error Ünable to setup inventory.
You may not have proper permissions." Any ideas?
