GUI logon hanging after stopping Network services

Hi list
  Has anyone any experience of the GUI console session hanging after they
stop the Network services
(from the Systems admin - Network Configuration Application, Network stop
option)?

If I run /usr/sbin/rcinet start, then the GUI console session frees up
again! (but not if I do Network - Start Services
from the Network Configuration Application).

The O/S is on 4.0f (rev 1229).
