"privilege separation user no does not exist"

I am getting this error trying to start up a newly-patched
openssh binary. I have two machines, identically configured
as far as I know. On one of them it works, on the other it doesn't
and I get the error message

"Privilege separation user no does not exist"

Any idea what this error message means and if it's possible to
get around it?
