utmp and wtmp, not updating

hi all,
I have a es-40 runing 5.1a.
wtmp and utmp stop working after a few minutes after a reboot.
I have compared permissions and such to a working 5.1a system. these are ok.
I cp'ed /dev/null to each and rebooted. no entries are added to the system.


anyone seen this before? any suggestions
