Thanks to Dr. Thomas Blinn,
I quote his solution,
The license is sized to the system model. It's probably the case that
the license you have is sized for a smaller system, at least, that's
what that error message is supposed to mean. If the license has the
MOD-UNITS attribute, you can use lmf to change the units to zero which
means "unlimited capacity".
Thanks Thomas!

Subject: ADVFS-UTILITIES
Managers,
AS4100 4.0G
I am trying to load a license for ADVFS-UTILITIES but when attempting to
update the kernel cache with the load command lmf returns an error, "Not
enough units to load ADVFS-UTILITIES DEC"
I would like to add several disks to a single domain and when attempting
with the addvol command returns that I need the advfs utilities.
Does anyone know why this license isn't working or another way to add
several disks to a single domain?
TIA
