"collect" utility swap use reporting inaccurate?

G'day, tru64 folks. I have a question about the ability of "collect -s
pm" under tru64 v5.1a, patch kit 2, to correctly report swap use. I've
been collecting data for several weeks on a system that uses lazy swap.
The "Swap" memory statistic *always* sits at 67! This statistic is
defined as the amount of swap *available* in MB, in the man page. The
system in question has 8GB of memory and 8GB of swap, and I watch memory
go down to about 100MB, never lower, but that 67 figure is constant!
Also, the "SW" figure of pages/sec swapped never goes over 0, indicating
it is not swapping at all.

Anyone have any insight into whether there is a problem with the way
collect looks at swap?
