Restoring a system to another machine (recovery)

During a routine test of our recovery methods we noticed that the system
asks us for the root password the first time we start the system after
restoring it. Is there a boot flag to not prompt for a password?

The way we reached this point was to do the following:
Boot from the Tru64 v4.0g cd-rom
Restore /, /usr, and /var from tape.
Halt
Boot from the new system disk with the following command: b dkc0 -flags s
-file genvmunix

Before the system reached single-user mode, it prompted us for a password.
I'm looking to find a way around this additional security to facilitate our
system recoveries (local and at another site in case of hurricane damage).

We are using Tru64 v4.0g with patch kit 3 on a GS160, 8400, 4100, and a
1200.
