Change subsystem's attribute and kernel rebuild

Good Morning,

To change subsystem "proc"'s attribute "maxusers" from 64 to 128, I ran
dxkerneltuner to make the change and then reboot. After system reboot, Issue
command sysconfig -g proc maxusers to confirm the value has been correctly
defined.

Even the subsystem "proc" is static. Since I am not loading or unloading
this subsystem, regardless of its mode, static or dynamic, modifying one of
its attribute does not require a kernel rebuild. Is it correct?
