Cannot issue setup frame: ring full?

Hello managers,

I am seeing the following message in /var/adm/messages for an Ethernet interface (DE504-BA, Tulip chipset) on a DS-10 running Tru64 4.0F:

  tu3: can't issue setup frame: ring full

The interface is configured, but not connected to anything. I presume the message is coming from the Tulip driver, but does anyone know what this message means?
I could not find anything in the Tru64 docs...
