it turns out the OSF-BASE came with the machine. (Unfortunately, I
have no idea where any of that is. I have been here 4 years, but the
CPU has been here longer).
Anyway I called HP and after getting transferred about 4 - 5 times.
I finally got ahold of Joyce and she is researching for my serial
number and looking for the license PAK which came with the machine.
Interestingly enough shortly after I got off the phone with her, Tom
Linden wrote me with HER contact info (which she had given me).
I've copied over /var/adm/lmf/ldb from another one of my machines and
I'm using that in the mean time.

Oh, the CSLG is the program for Educational Site Licenses and it
doesn't include the OSF-BASE license PAK.
