Can't rewrite terminal control entry for ttyp2

Currently, we are experiencing some problems with our Alpha 4100 Server.  No one is able to login to this machine.  Persons receive the message below:
 
Can't rewrite terminal control entry for ttyp2
 
The following information may be of use:
 
Model: AS 4100
Serial Number: NI83206670
O/S: Tru64 4.0F
Patch Kit: DUV40FB18AS0007-20020102
 
We are currently using Enhanced Security.
